It heats up or cools down a metal block and keeps the temperature stable. You just place your sensor-under-test in the metal block - your temperature reference.

Reference Thermometer
Reference thermometer is a rugged, portable, battery-operated thermometer. Designed for use in the field. Today the reference thermometers is in use in many national laboratories, calibration service companies, and calibration labs worldwide. Known for good accuracy and extremely low drift.
